Pet Feed Import: Steps and Legal Formalities in China

Step 1: Inquire General Administration of Customs access to China (white list)

As the General Administration of Customs implements access registration system on overseas pet feed manufacturers, thus it’s better to check beforehand to confirm if the products are within the List of Feed Import Countries (regions) and Products at China’s General Administration of Customs, and if the pet feed manufacturer is included in the list of overseas pet food manufacturers. Step 2: The manufacturer applies for feed import registration certificate

According to the Regulations on the Administration of Feed and Feed Additives, Measures for the Administration of Registration for Imported Feed and Feed Additives and the Measures on the Administration of Pet Feed, the manufactures importing and selling pet compound feed and pet additive premixed feed need to apply for import registration certificate to the agricultural administrative department of The State Council (i.e. MOA).

Note: The overseas manufacture shall entrust an agent within the territory of China to apply for the abovementioned import registration certificate.

Step 3: apply for import feed record, and Entry Animal and plant Quarantine Permit

The import enterprises can only be granted import license after applying for import feed record as well as obtaining the Entry Animal and plant Quarantine Permit.

Step 4: Customs Clearance for Import

The importer or its agent shall declare to the customs at the port of entry with the Entry Animal and plant Quarantine Permit, the quarantine certificate issued by a foreign official, the certificate of origin, the trade contract and other documents.

After the goods enter the country, customs officers shall carry out on-site inspection, inspection and quarantine, check the certificate of goods, carry out label inspection, sensory inspection and sampling laboratory testing when necessary, strictly inspect and control the goods, and approve the clearance after passing the inspection and quarantine assessment.

Therefore, regular imported pet food shall carry the import feed registration certificate issued by the Ministry of Agriculture of China (Foreign feed license).
